There are 2 ways, the first is mechanical, there are examples over the internet about a device built by Sandy Kidd, but the informations are incomplete, now in the past i have built such kind of devices , and i have identified the missing part. A more modern version is to take some kind of metallic fluid and apply a current orthogonal to a magnetic field , E and B crossing ( Lorentz force , Magnetohydrodynamic effect), the fluid will start to rotate and at the same time will travel in a corkscrew (sp??) fashion, this is the missing point in the Sandy Kidd version, you need two kind of rotations combined , to exploit the graviton ‘spraying’. The second is pure solid state it combines electric field and magnetic field pulsed at 90 degrees phase and crossed, basically you get an electronic version of a mechanical device. For years i have dreamt to build such device, but i am a little bit scared of high voltages , which, to get a visibile effect need to be in the range of several kilovolts, if someone is well versed into high voltage we could start to think about a real device.

sir,then think about grounding of such a voltages i mean high voltages are required to start up ur dream machine …there will be techniques for such a problem sir like a lightning parts in sub stations to earth the lightning energy that comes from sky,…like wise if we create a magnetic field capable of observing or forefeiting the high voltages,ur dreams comes true but complexity may arrive…

Vincenzo Panella great work here so far, appreciate you pouring out your thoughts (I added you as a contributor to this thread).

I am still not 100% sure why that flux would cause rotation.?

I actually struggle with a different part of rotational kinetics that bothers me greatly ever since I learned physics. Would you be interested in hearing about this?

Well, my idea is that this flux tends to rotate when it encounters matter, think about water flowing through an hole, you have potential energy at work , a difference in potential energy moves thing and they start to roll against each other colliding and transferring momentum between each other, rotation arises from this effect. Further more every interaction between molecules is regulated by the outer electron shell so the main role playing here is electric charge which repulses other electron shells and prevents to penetrate each into other.
My opinion of course which might be wrong
