Imagining a robot paddling around chasing fish (or running away from, or not moving) reminds me a lot of this ai-programming tutorial where minesweepers drive around and pick up mines: http://www.ai-junkie.com/ann/evolved/nnt1.html. You may want to have whoever programs your robot base your ai on this sort of genetic algorithm–it will allow your robots to learn the best trajectory to take relative to the fish to maximize the chances of the fish interacting with the robot in some way (e.g. biting a hook). Let me know if you want more resources regarding this AI approach and I will try to dig up a post I made a while back and some sample code

Jimmy Majumder what’s the first thing that needs to be figured out? Just getting advice on electrical engineering principals? It might be helpful to upload a feature list. Can you do that? This will give the team greater clarity as to what you’re working towards. This is what great leaders do!
