IF we are going to be controlling 2 DC motors with Arduino Uno, we obviously can not control them (power them) straight from board. So this means we must use which electrical part to power them? H-Bridge, or IC chip?

We should use L293D chip or L298 readymate board .

Well l293d is a chip that has protection diodes and is the best option to control the 2 dc motors for the purpose. L298 could be used if dc motors used are more power hungry. But i suggest you to go with the chip.
